Handicap Report by Ann Andrews - December 1st 2008
Thank you to all the clubs who sent me feedback with regard lapsing of handicaps. This information I passed on to the EWGA Handicap committee who used the information at the last CONGU meeting.
It turns out that the option of starring handicaps was preferred, which concurs with the majority of the feedback I received from the county.
The EWGA Handicap Committee at their meeting on October 30th agreed to adopt this procedure for commencement in 2010 on qualifying scores returned in 2009. Handicaps will be referred to as active or inactive.
From 1st January 2010 all members with CONGU handicaps will be required to return at least three qualifying scores each year to retain an active handicap. Supplementary scores and those from nine hole competitions will be acceptable. The EGU and EWGA are keen to launch the system now to give all members an opportunity of returning the stipulated number of qualifying scores during 2009 in order to have an active handicap in 2010.
Players failing to return the stipulated number of scores will have inactive handicaps that may prevent them competing in club competitions. The initiative will be particularly attractive to clubs running open days who wish to monitor the playing ability of those taking part.
Golfers with inactive handicaps will be encouraged to return the required number of scores to activate their handicap and give Handicap Committees more information on their playing ability. Inactive handicaps may still be used for social golf and events in which an active handicap is not an entry requirement.
Further information will be available on this in the New Year after the initiative has been discussed at a seminar for area authorities in January. At that seminar we have been asked to pass on any comments your club may have with regard Supplementary Scores and Nine Hole Qualifying Competitions. Please could you let me have any comments either in writing or by Email by the end of the year.
We would like to know:
- How many people have participated in Supplementary Scores
- How many nine hole competitions a club has run and how many entrants there has been in them
Also if there has been any change in the details of your club Handicap Secretary since last year please could you send me the information as we may have to contact them if we feel a meeting is necessary for them next year

EWGA and the EGU are seeking the view of the membership on the subject of lapsing handicaps. A possible new starred system would indicate that a player had not achieved 3 qualifying scores in the previous calendar year; club committees and organisers of open meetings could then decide how to use this information with regard to conditions of entry.
With the introduction of supplementary Scores and nine hole qualifying Competitions into the CONGU system in 2008, the handicap committee feel there is now ample opportunity for playing members to return a minimum number of Qualifying Scores per calendar year. Some clubs have already introduced their own form of in house lapsing eg returning competition cards in order to enter major club competitions.
The Handicap Committee would like to know members comments on the following:
1. Should handicaps lapse as per clause 25 in the CONGU handbook as happens in Scotland but not England?
OR
2. Should a starred system be adopted to identify players not returning a set number of scores per calendar year, leaving clubs or organizers of open competitions to set their own conditions of entry?

9 Hole Scores information from EWGA

9 Hole Scores
It was understood by the EWGA Handicap Committee that a club may have only one designated 9 hole course.
However CONGU have now confirmed that a club is not restricted to one 9 hole course and EWGA/EGU will issue more than one designated 9 hole course per club.

Mail on Sunday Competition - Handicap Allowance
A question was raised at the last County delegates meeting with regard to the handicap allowance in the Mail on Sunday Competition in 2008.
As you are aware full handicap allowance becomes mandatory from January 1st, 2008.
The Mail on Sunday have sent their literature for their 2008 competition out still saying 3/4. ELGA is aware of this and have raised the matter with the Mail on Sunday and are awaiting their decision. Clubs should then be informed by them.
